Harbin Design Center (HDC) was established in December 2022. It is a provincial-level creative design center set up by Shenzhen Industrial Design Profession Association under the "Framework Agreement on Cooperation in Building Harbin Design Center to Promote the Development of Creative Design Industry" in accordance with the provincial authority leading and province-city-district co-construction model. With the Publicity Department of the CPC Heilongjiang Provincial Committee as the overall guiding department and the Publicity Department of the CPC Harbin Municipal Committee as the business management unit, HDC is an important engine for promoting the development of creative design in Heilongjiang Province and also a platform supporting the "Four Ones" project, which aims to build engine for promoting Harbin's creative design (i.e. set up a creative design center, hold the Lilac Creative Design Award and Harbin International Creative Design Week, and create a "City of Design").
HDC aims to build a new highland of creative design in Northeast Asia and the "City of Design" of Harbin and based in Harbin, serving the whole province. By adopting the progressive development pattern of "atmosphere creation -achievement transformation - standard creation - carrier implementing", it helps implement the special policies for creative design introduced by Heilongjiang Provincial Party Committee and Provincial Government, build a comprehensive service platform for the development of creative design in the province, achieve the deep integration ofcreative design and manufacturing, and promote the transformation from "Made in Heilongjiang" to "Creative in Heilongjiang".
HDC promotes the introduction of special policies for the development of creative design in Heilongjiang, creating a high-level support platform. The Heilongjiang Provincial Party Committee and Government have made creative design an important emerging industry to empower industrial transformation and revitalize economic development. At the beginning of 2022, Shirley Feng, Director of Harbin Design Center took Shenzhen design innovation teams visiting Heilongjiang multiple times for discussion and exchange, achieving strategic cooperation in creative design. With her years of experience in the field of creative design and forward-looking design concepts, Shirley assisted Heilongjiang in issuing special support policies for the development of the creative design industry. The leaders of the Provincial Party Committee and Provincial Government have hosted multiple special policy seminars for the development of the creative design industry, guiding and studying the modification of policy content. They have issued the "Several Policy Measures for Supporting the Development of the Creative Design Industry in Heilongjiang Province", and have preliminarily arranged a provincial special fund for the development of the creative design industry of no less than 200 million yuan per year to fully support the high-quality development of the creative design industry in Heilongjiang Province, providing strong driving force support for deeply empowering the transformation and upgrading of Heilongjiang's real economy and cultivating new economic growth points.
HDC gathers top design resources from home and abroad to build a provincial-level creative design comprehensive service platform with high standards. HDC gathers top domestic and overseas experts in the field of creative design, providing strategic direction for the development of Heilongjiang's creative design industry. Attract more than ten design institutions to settle in and promote industry integration with top-level design. There are design studios, design museums, IP innovation FabLab, rural revitalization laboratories, design corridors and other spaces, providing one-stop services such as top-level design, strategic consulting, and design promotion for the province including the city, providing a guarantee for the innovation and creation of manufacturing enterprises and entrepreneurial teams.
HDC uses creative design 1234 strategic system to enable the development of Heilongjiang 4567 modern industrial system. HDC gives fully play to the driving role of creative design, actively implements the 1234 strategic system of creative design, and focuses on empowering the two major fields of green agriculture and cultural tourism and sports industry. With the path of "enlightenment, awakening, illumination, and empowerment", it gathers high-end creative design resources, shares and promotes creative design concepts in thirteen cities (regions) throughout the province through activities such as design lectures, design and industry matchmaking meetings, and creative design Heilongjiang Tour, inspiring more creative design awareness and creating a good creative design atmosphere; Through on-site visits to enterprises, effectively meeting the creative design demand of Heilongjiang enterprises, injecting new creative design concepts into enterprises, and stimulating the market vitality of creative design; Create the top ten typical cases in the province, establish a group of typical benchmarks with demonstration and driving effects, and empower the province's industrial upgrading; Accelerate the development of Heilongjiang 4567 modern industrial system and promote the deep integration of creative design industry with the real economy; Attract well-known domestic and foreign creative design institutions to invest and cooperate in Heilongjiang, and gradually build a good development pattern that integrates creative design and related industries in all aspects, at a deep level, and in a wide range of fields.
With the strategy of "bringing in and going out", HDC builds a new pattern of opening up and development to the outside world. With the strategy of "bringing in", HDC creates Harbin International Creative Design Week, Lilac Creative Design Award, Harbin-Shenzhen Creative Design Biennale and other activities, with the aim of "engaging innovative ideas, leading design fashion, discovering design future, and cultivating new design talents". For the purpose of "Building an open cooperation platform for seeking business and investment opportunities with creative design as the core", it will strengthen cooperation with advanced creative design regions at home and abroad, increase the introduction of advanced development experience in creative design and high-end innovation resources, attract investment, and promote the high-quality development of creative design industry in Heilongjiang Province. Taking "going out" as a measure, organize Heilongjiang's enterprises to participate in Shenzhen, Wuhan, Hebei international creative design exhibitions, increase Heilongjiang creative design external exchanges and matchmaking and resource introduction, actively promote the deep integration of creative design and manufacturing industry, explore the "design +" industrial chain development model that can be "copied" in the country. With creating brands, improving quality and increasing efficiency as the guideline, enhance the competitiveness of manufacturing enterprises to achieve high-quality industrial development in Heilongjiang Province.
HDC will seize the new opportunities for the development of the creative design industry in Heilongjiang Province and build a new highland of creative design that integrates "industry・university・research・capital" with the "Four One Projects" to serve the world in Northeast Asia.
